Gujarat moves towards WhatsApp governance: 20 government services can be accessed with just one message from home..
The Gujarat government has taken a monumental and historic step to enhance the convenience of the general public. Under the leadership of Chief Minister Bhupendra Patel, the state government has now moved beyond 'One-Day Governance' to embrace 'WhatsApp Governance.' This initiative represents a significant effort toward realizing Prime Minister Narendra Modi's vision of *'Nagarik Devo Bhavah'* (The Citizen is God).
To achieve this objective, a special Memorandum of Understanding (MoU) was signed in Gandhinagar between the state government and Meta Platforms Inc. This agreement was concluded in the presence of the Chief Minister.
**Access 20 Key Government Services from the Comfort of Your Home**
Following this new agreement, the lives of citizens are set to become significantly easier. People will no longer have to stand in long queues at government offices. Furthermore, the hassle of navigating through various government websites will also be eliminated.
Based on the recommendations of GARC, the state government has decided—under the 'Sugam Digital Gujarat Initiative'—to bring approximately twenty citizen-centric services from five key departments onto a WhatsApp chatbot. This chatbot will be available in both English and Gujarati. Citizens across the state will now be able to avail themselves of these services from the comfort of their homes, directly on their mobile phones, using just a single WhatsApp number.
**Which Services Will Offer Direct Benefits?**
Keeping the daily needs of the public in mind, the government has integrated several key services into this platform.
These include facilities such as grievance redressal assistance, as well as the issuance of Income Certificates, Caste Certificates, and EWS (Economically Weaker Sections) Certificates.
Additionally, tasks such as updating Ration Cards, accessing revenue records, and obtaining official affidavits can now be completed in a matter of moments via WhatsApp.
This will not only result in substantial savings of time and money but will also ensure transparency and accountability throughout the entire process.
The direct benefits of this technology will reach people in both rural and urban areas alike.
**End-to-End Service and Real-Time Tracking**
Thanks to this agreement with Meta, the entire service delivery system is set to become remarkably simple and swift. Citizens will now also be able to easily track the real-time status of their applications. In the coming days, several other government services will also be integrated into this WhatsApp platform.
The government plans to go beyond merely providing information; the aim is to make the entire 'end-to-end' process—from the submission of applications to the issuance of certificates—accessible directly on mobile devices.
Currently, services are being delivered to millions of people through *Jan Seva Kendras* (Public Service Centers) in urban areas and through VCE-based systems in rural regions.
Now, in collaboration with Meta, Gujarat is entering the next and more modern phase of citizen-centric governance.
**Agreement Signed in the Presence of Key Officials**
This historic agreement was concluded in the presence of several senior officials. Harit Shukla, Secretary of the State Government's General Administration Department (Training and Administrative Reforms Division), signed the agreement on behalf of the government. Representing Meta, Aman Jain (Director and Head of Policies) and A. Srinivas (Country Director) exchanged the Memorandum of Understanding (MoU).
Chief Secretary M.K. Das, Principal Advisor to the Chief Minister Hasmukh Adhia, and Additional Chief Secretary of the General Administration Department Anju Sharma were also present on this special occasion. In addition to them, Principal Secretary to the Chief Minister Sanjeev Kumar, Additional Principal Secretary Vikrant Pandey, and Secretary Ajay Kumar also participated in the event, extending their support to this initiative.
