DoT issues strict order: Linking messaging apps to SIM cards will be mandatory; 6-hour auto-logout rule may be changed..

Amidst the rising cases of cybercrime and online fraud, the central government is taking a strict stance on the security of messaging apps. The misuse of popular messaging platforms like WhatsApp is not only leading to ordinary citizens falling victim to fraud, but is also raising national security concerns. In light of these threats, the Department of Telecommunications (DoT) issued a crucial directive on November 28, making it mandatory for messaging apps to maintain a continuous link with the mobile number (SIM-binding).

The government believes this step will help prevent foreign cybercriminals and intelligence agencies from stealing sensitive information from India. However, this decision has drawn some objections from messaging app companies, particularly regarding the 6-hour auto-logout rule for web and desktop versions. Now, there are indications that the government may consider providing some relief in this rule without compromising security.

6-Hour Logout System Not for Mobile Apps
Currently, according to DoT regulations, web or desktop versions of messaging apps like WhatsApp are required to automatically log out every 6 hours. Users then have to re-link their devices by scanning a QR code. Several messaging apps are opposing this, arguing that logging in every 6 hours will be inconvenient for users. However, this rule only applies to web and desktop versions, not the mobile app.

Government officials say this rule is intended to prevent vulnerabilities associated with long sessions, which are often exploited by international cybercriminals. Frequent re-authentication proves that the app is controlled by the person who possesses the SIM and the device. Officials also pointed out that banking and UPI apps are already successfully using similar auto-logout features.

Another argument from messaging apps is that SIM-binding will force users to incur expensive international roaming charges while traveling abroad. The government countered this by saying that it seems unreasonable for people who can spend thousands of rupees on flights and hotels during international travel to complain about roaming charges. 

Logout Time Limit May Be Increased
According to government sources, the 6-hour limit for the web version may be extended to 12 or 18 hours, but it will not exceed 24 hours. Another objection raised was that the Department of Telecommunications (DoT) does not have the authority to issue directives to apps like WhatsApp, as they fall under the IT Act. The government maintains that these apps operate through mobile networks and internet service providers, which are under the purview of the DoT.

The government's stance is also driven by the fact that losses from cyber fraud have exceeded ₹22,800 crore in 2024, and in some cases, people have even committed suicide. Therefore, the government considers these regulations necessary to protect citizens and maintain trust in the digital system.

This decision was taken after warnings from security agencies. In September 2024, the Ministry of Home Affairs (MHA) formed a technical group comprising DoT, Delhi Police, MeitY, IB, and TRAI. This group recommended linking social media and OTT apps to mobile numbers. Later, in April 2025, the MHA also issued instructions to implement measures such as SIM-binding and geo-fencing for apps like WhatsApp.

A security official told TOI on Saturday that DoT's field units had also independently raised these concerns in collaboration with law enforcement agencies. Furthermore, the Cellular Operators Association of India (COAI) had also demanded the implementation of SIM-binding in August 2025 to curb cross-border fraud and strengthen national security.
