AI on WhatsApp Business won't be free: Meta changes rules—when will users have to pay, and how much?
WhatsApp Business AI: Meta launched an advanced agent for WhatsApp Business just last month. This bot works tirelessly around the clock, answering customer queries, generating leads, recommending products, booking appointments, and transferring chats to human agents when necessary.
While billing was previously based on a per-message model, Meta is preparing to completely change this starting August 1st. Businesses will now be billed based on token consumption. Meta states that AI plays a crucial role in customer support and sales on the platform, and this new model accurately reflects the actual AI tokens consumed while processing user prompts (queries). Meta is not the first company to adopt this approach; major players like OpenAI and Anthropic already utilize token-based billing.
When will this rule come into effect?
Meta has announced that starting August 1, 2026, businesses using the AI agent on WhatsApp Business will be charged based on tokens rather than per message. The company explains that since AI now handles increasingly complex queries, the new model will better reflect actual AI processing costs.
What is the WhatsApp Business AI agent?
Meta's business AI agent is an AI assistant that businesses can integrate with their WhatsApp accounts. It can automate various tasks, such as answering customer queries, providing product information, recommending products, booking appointments, capturing and qualifying leads, and offering 24/7 customer support.
It can also transfer conversations to human agents when needed. Meta launched this feature last month following nearly two years of testing in several countries, including India and Mexico.
How much will Meta charge now?
Under the new pricing model, Meta has established global rates. Users will have to pay $2 (approximately ₹189) for 1 million tokens. A standard message consumes roughly 20,000 to 25,000 tokens.
This implies a cost of approximately 4 to 5 cents per message. However, the final cost will depend on the complexity of the customer's query.

Meta has illustrated this with specific examples. It noted that a simple question like "When do you open?" would consume around 80,000 tokens, resulting in a cost of approximately 16 to 20 cents.
In contrast, a query involving a technical issue or requiring detailed guidance could consume up to 250,000 tokens, pushing the cost to between 40 and 50 cents.
There is a different arrangement for premium and large businesses.
According to Meta, small businesses will be able to use AI agents through specific WhatsApp Business Premium subscription plans. Large enterprise clients will be billed based on token usage.
If a company uses third-party AI models like OpenAI or Anthropic, it may have to pay separately for AI processing and message delivery; however, with Meta Business Agents, the charges for both are bundled together.
Service messages to become paid again from October 1
Meta has also announced that, starting October 1, 2026, charges will once again apply to non-template service messages sent via WhatsApp Business.
These are the messages sent outside of AI agents—services that the company had made free approximately two years ago.
Currently, the cost for such messages in India is approximately ₹0.115 per message. Meta stated that pricing will vary by country, and the new rates will be announced by September 1.
