Waiting List Rules: Clearing the Union Public Service Commission (UPSC) examination is a dream shared by millions of young aspirants. Often, alongside the main selection list, a 'Reserve List' is also released. Recently, several instances—such as that of Sujitha from Andhra Pradesh—have come to light where candidates received a call-up via the Reserve List a year later. If your name also appears on the Reserve List, there is no need to be disheartened, as this too opens up a pathway to becoming a civil services officer.

What is the UPSC Reserve List?
In addition to the main selection list, the Commission prepares a Reserve List. This list comprises candidates amounting to approximately 50% of the total vacancies within each specific category. For instance, if there are 10 seats available in a particular category, at least 5 candidates from that category may secure a place on the Reserve List.

How ​​does one secure a job through the Reserve List?
The activation of the Reserve List depends entirely on the requisitions made by the concerned ministries. There are primarily two reasons behind this:

Vacating of Posts
This occurs if a candidate from the main selection list fails to join, or if a position remains vacant for any other reason.

Cadre Preference
Often, candidates decline a position if they are not allotted their preferred service (e.g., receiving the IPS instead of the IAS), thereby clearing the path for candidates ranked lower on the list.

Candidates from the Reserve List are called up—based on merit—only after the concerned ministry submits a formal request to the UPSC.

Selection Criteria and Marks
A minimum qualifying score is prescribed for inclusion in the Reserve List as well:

**General/EWS:** At least 50 marks out of 100.

**OBC:** 45 marks.

**SC/ST/PwBD:** 40 marks.

How ​​long is the Reserve List valid?
The Reserve List has a specific expiration date. It remains valid for a period of two years from the date on which the recommendation letters are issued. However, if the subsequent selection process for the same post is completed within this period, the previous Reserve List automatically becomes null and void.

**Which Service and Seniority will be allotted?** Candidates selected from the reserve list are allotted the specific service that remained vacant. Your seniority is determined by the concerned ministry or department. Following selection, candidates must directly contact the ministry that issued the vacancy to complete the joining formalities.
