A large number of vacancies remain unfilled within the Central Armed Police Forces (CAPFs), which are integral to the country's internal security. Providing information in the Rajya Sabha, the government stated that a total of over 93,000 posts are vacant across various paramilitary forces and the Assam Rifles. In a written response, Minister of State for Home Affairs Nityanand Rai provided details regarding these vacancies; he also noted that the process of filling these posts is ongoing, and several measures are being undertaken to expedite the recruitment process. According to the government, the security forces are effectively discharging their duties utilizing the resources currently at their disposal. Among these vacancies, the highest number of unfilled posts are found in the CISF and the CRPF.

According to official statistics, there are 28,342 vacancies in the CISF, while the CRPF has 27,400 vacant posts. Additionally, there are 14,531 vacancies in the BSF, 12,333 in the ITBP, and 6,784 in the Sashastra Seema Bal (SSB). Meanwhile, recruitment for 3,749 posts remains pending in the Assam Rifles.

Questions Raised Regarding Impact on Security Apparatus

Given the significant number of vacancies, questions were raised regarding the potential impact on critical functions such as maintaining law and order, ensuring internal security, and conducting disaster relief operations. Responding to these concerns, Minister of State for Home Affairs Nityanand Rai stated that the security forces are effectively fulfilling their responsibilities by optimally utilizing available resources and that their operational efficiency has not been significantly compromised.

Measures Taken to Expedite Recruitment

According to the government, filling these vacancies is a continuous and ongoing process. Recruitment is primarily conducted through the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC).

Several measures have been implemented to accelerate the recruitment process. These include conducting annual recruitment for Constables (GD) through the SSC, designating specific "Nodal Forces" to handle recruitment for key positions, and utilizing RFID technology during physical efficiency tests. Furthermore, the time required to complete medical examinations has also been reduced.
