Out of 351,968 sanctioned positions in government departments in Jharkhand, 164,358 positions remain vacant. However, only 187,610 positions are occupied. Consequently, a large number of youth in the state are expected to find employment in government departments in the new financial year. The Jharkhand Public Service Commission (JPSC) and the Jharkhand State Staff Selection Commission are completing the recruitment process to fill vacant positions in various departments.

Most vacant positions are in the Health, Education, Revenue, and Home departments.

According to the Physical Policy Strategy Statement and Medium Term Physical Plan 2026-27, the highest number of vacant positions is in the Health, Education, Revenue, and Home departments, resulting in poor access to quality healthcare and quality education. Meanwhile, opposition parties have consistently raised concerns about law and order. Vacant positions in the Revenue Department have led to an increase in land dispute cases.

30,985 Vacant Posts in the Home Department

According to reports, the Home Department has 1,04,286 sanctioned positions, but 30,985 of these positions are vacant, and the department is operating with a limited staff strength due to the presence of 73,301 staff. With more than one-third of the Home Department vacant, complaints have surfaced of police personnel being made to work beyond their prescribed hours.

52,090 Vacant Posts in the Education Department

Similarly, the Secondary Education Department has a staff strength of 22,417 out of 39,279 sanctioned positions. The Primary Education Department has a staff strength of 35,572 out of 70,800 sanctioned positions. Consequently, the Secondary and Primary Education Departments have a staff strength of 57,989 out of 1,10,079 sanctioned positions. There are 52,090 vacant positions in the Secondary Education and Primary Education Departments. Due to the vacancies in the Education Department, many schools in rural areas are forced to operate with the help of an assistant teacher or para-teacher.

4,500 Vacant Positions in the Revenue Department

In Jharkhand, the Revenue and Land Reforms Department has a staff strength of 6,319 out of 10,819 positions, leaving 4,500 vacant. Due to the large number of vacant positions in the Revenue Department, people are forced to frequently visit zonal offices for land-related matters, including mutation.

Numerous positions are vacant in various departments, including irrigation, agriculture, and rural development.

A large number of positions are vacant in the departments of irrigation, agriculture, rural development, Panchayati Raj, tourism, higher education, road construction, IT, personnel, planning, finance, JPSP, commercial tax, food supply, excise, drinking water, sanitation, mining, and labor.

The situation in the Legislative Assembly, High Court, and Governor's Secretariats is better.

On the other hand, the Legislative Assembly Secretariat has 1,297 manpower out of 1,393 sanctioned posts. Similarly, the Jharkhand High Court has 1,070 manpower out of 1,094 sanctioned posts. The Law Department has 5,490 manpower out of 5,787 sanctioned posts. The Raj Bhavan Secretariat has 134 manpower against a sanctioned 143.

All 144 sanctioned posts in the Energy Department are occupied. In Finance Audit, all 27 positions are manned. In the Secretariat General Services and Housing Department, all 8 positions are manned.
