15 Rajasthan RAS Officers Set to Become IAS Officers; UPSC Approves Promotion

During a UPSC board meeting held at the Rajasthan Secretariat, 15 officers were approved for promotion to the IAS cadre out of a pool of 54 candidates. The state government has now forwarded these names to the central government.

The path for 15 Rajasthan Administrative Service (RAS) officers to become IAS officers is now clear, as the UPSC selection committee has finalized their names. Approval for the promotion of these 15 officers was granted during the UPSC board meeting held at the Rajasthan Secretariat. The state government has subsequently forwarded these names to the central government.

This meeting was particularly significant because the UPSC selection committee convened at the Rajasthan Secretariat in Jaipur rather than in New Delhi. A total of 18 vacancies were considered; officers were selected for 15 of these posts, while three posts were kept in reserve. The selected officers include 12 from the 1988 batch and three from the 1999 batch.

What is the process for promotion from RAS to IAS?

RAS officers are promoted to the IAS cadre under the State Civil Service quota. For this, the state government sends a list of eligible officers and their dossiers to the UPSC. Subsequently, the UPSC selection committee evaluates the names based on the officers' service records and available vacancies. Following document verification, the Departmental Promotion Committee (DPC) process takes place, where relevant records—including past service history and Annual Confidential Reports (ACRs)—are reviewed. The meeting is chaired by the Chief Secretary. The quota for promotion from RAS to IAS is generally up to 33 percent of the sanctioned IAS cadre posts. UPSC selection committee meetings are held periodically in Rajasthan based on vacancies and the cadre situation.

Which officers will become IAS?

1. Umed Singh

A 1998-batch RAS officer, Umed Singh is currently the Special Assistant to Cabinet Minister Rajyavardhan Singh Rathore. He has previously served as SDM in Churu, Bundi, Mahwa, Sapotra, and Keshoraipatan.

2. Anju Rajpal

Anju Rajpal, of the 1998 batch, currently serves as Joint Secretary to the Chief Minister. She has previously worked as SDO in Piplu, Joint Secretary in the Department of Personnel, and SDO for the Lokayukta.

3. Vivek Kumar

Vivek Kumar is currently the Additional Inspector General (Administration) at the Department of Registration and Stamps in Jaipur. He served as Joint Secretary to the Chief Minister from February to September 2024 and has previously worked as an SDO in Sikar, Salumbar, Churu, and Khajuwala.

4. Mukesh Kumar Sharma

Mukesh Kumar Sharma is currently posted as Secretary at the Rajasthan State Information Commission in Jaipur. He has previously served as Deputy Secretary to the Chief Minister, as well as Deputy Secretary and Joint Secretary in the Chief Secretary's office.

5. Mahendra Kumar Sharma

Posted as Joint Secretary in the Technical Education Department, Mahendra Kumar Sharma has served as OSD to several former ministers, including Raghu Sharma, BD Kalla, Rameshwar Ranwa, and Ramesh Meena.

6. Dr. Bhagchand Baghal

A 1999-batch officer, Dr. Bhagchand Baghal is the Additional Commissioner at the Jaipur Development Authority. He served as Deputy Secretary and later as Joint Secretary to the Chief Minister from 2013 to 2018. He has also held the responsibility of Secretary for the Rajasthan Staff Selection Board.

7. Aslam Sher Khan

Aslam Sher Khan, a 1990-batch officer, is the Joint Secretary in the Minority Affairs and Waqf Department. He has served as Personal Assistant to Bharat Singh and has worked as an SDO in Nimbahera, Begun, Alwar, and Kota.

8. Narendra Kumar Bansal

Narendra Kumar Bansal, currently an Additional Commissioner at the Jaipur Municipal Corporation, is an officer of the 1999 batch. He has previously served as the OSD (Officer on Special Duty) to the then Labour Minister Tikaram Jully. He has also held the responsibility of SDO in Sumerpur, Bali, Sultanpur, Bayana, and Sambhar.

9. Mahavir Kharadi

Mahavir Kharadi is currently the Additional Commissioner at the Tribal Area Development Department, Udaipur, and serves as the President of the RAS Association. He has worked as an SDO in Mount Abu, Girwa, Salumbar, Dungarpur, and Jalore.

10. Meghna Chaudhary

Meghna Chaudhary, a 1998-batch officer, is the Additional Inspector General in the Registration and Stamps Department. She has served as the Secretary of the Board of Secondary Education, Ajmer, and has worked as an SDO in Kishangarh and Ajmer.

11. Om Prakash Jain

He is currently the Director of the Manikya Lal Verma Tribal Research and Training Institute in Udaipur. He has also served as an SDO in Gangapur, Nadauti, Osian, Ghatol, Pali, and Jalore.

12. Rajesh Singh

Rajesh Singh is currently a member of the Board of Revenue in Ajmer. Prior to this, he was posted as an SDO in Jaipur-I, Dudu, and Sanganer.

13. Madan Lal Nehra

Madan Lal Nehra is also a member of the Board of Revenue, Ajmer. He has worked as an SDO in Begun, Gudamalani, and Sankra. He has also served as the Registrar of the Sardar Patel University of Police, Security and Criminal Justice, Jodhpur.

14. Dinesh Kumar Jangid

Dinesh Kumar Jangid, a Joint Secretary in the Animal Husbandry Department, is an officer of the 1998 batch. He has served as an SDO in Sri Dungargarh, Kotputli, Ratangarh, Fatehpur, Dausa, and Weir.

15. Poonam Prasad Sagar

Poonam Prasad Sagar is an Additional Commissioner in the Department of Food and Civil Supplies. She has worked as an SDO in Girwa and as a Joint Secretary in the Department of Industries and Commerce.
