Roles and Responsibilities in Panchayati Raj System: Sarpanch, Mukhiya, and Pradhan

Within this system, key positions include Mukhiya, Pradhan, and Sarpanch, each with specific roles and responsibilities.

1. Mukhiya

• Meaning: Mukhiya literally means the “head” or the senior-most person of the village.

• Role:

  • Oversees the functioning of the village or gram panchayat.

  • Resolves local issues and ensures proper governance at the village level.

  • Organizes and presides over Gram Sabha (village assembly) and Gram Panchayat meetings.

• Level: Village or Gram Panchayat.

2. Pradhan

• Meaning: Pradhan is the highest elected official of a Gram Panchayat.

• Role:

  • Elected by villagers for a term of 5 years.

  • Responsible for implementing development works and welfare programs in the village.

  • Prepares budgets and ensures activities comply with Panchayati Raj rules.

• Note: For very small villages with fewer than 1,000 people, neighboring villages are grouped to form a Panchayat under a single Pradhan.

3. Sarpanch

• Meaning: Sarpanch is an elected member of the Panchayat who assists the Pradhan.

  • Provides leadership in the development projects of the Panchayat.

  • Supports the Pradhan in decision-making and administrative tasks.

  • Works along with other Panchayat members to implement policies effectively.
