What is Bihar’s ‘Digital Mitra’ scheme? 1.2 million youths will receive training; those who have passed Class 10 are eligible to apply..
Bihar Digital Mitra Yojana: In today’s world, merely possessing a degree is not enough to secure a job. It has become essential to be proficient in operating computers, using the internet, and understanding new tools like Artificial Intelligence (AI). Keeping this in mind, the Bihar government is preparing to provide training in digital tasks to the youth. Under this initiative, 1.2 million (12 lakh) young people will be trained to become ‘Digital Mitras’ (Digital Friends) over the next five years. The government aims to train 267,000 (2.67 lakh) youths within the current financial year, leading up to 2026-27. This will provide them with opportunities not only to secure employment but also to start their own ventures.
What is the Bihar Digital Mitra Yojana?
The objective of this Bihar government scheme is to equip the youth with skills related to computers and digital technology, enabling them to acquire the competencies required for employment. Both government and private institutions will be engaged to provide this training. The government’s vision is that, upon completing the training, the youth will be able to apply for jobs across various sectors or launch their own small businesses.
To become a ‘Digital Mitra,’ participants will be trained in the use of computers and digital tools. The curriculum will cover programs such as MS Word, Excel, and PowerPoint, as well as the use of Google Workspace.
Given that many companies now integrate AI tools into their operations, the training will also include instruction on AI tools like ChatGPT and Copilot. Furthermore, there will be a focus on English-language typing and communication skills, which will assist the youth in professional office environments and in interacting with others.
Three-month training program; open to those who have passed the 10th grade.
The training under the Digital Mitra Yojana will span a total of 270 hours, to be completed within a maximum period of three months. A minimum qualification of passing the 10th grade is required. Additionally, candidates must possess at least one and a half years of experience in the digital field. Meanwhile, individuals who have completed Class 12 are exempted from the work experience requirement; they are eligible for this training even without the otherwise mandatory one-and-a-half years of experience. Furthermore, youth who are recipients of the 'Self-Help Allowance' (Swayam Sahayata Bhatta) are also eligible to participate in the training.
Given the growing significance of the APAAR ID (Automated Permanent Academic Account Registry) across the country, the scheme also prioritizes candidates who have earned a credit score linked to their APAAR ID.
Where will the 'Digital Mitra' training be provided?
Several government educational institutions in Bihar will be involved in providing 'Digital Mitra' training. These include engineering colleges, polytechnic institutes, degree colleges, Industrial Training Institutes (ITIs), and model schools. Additionally, 871 private training centers operating under the 'Kushal Yuva Karyakram' (KYP) will also be integrated into this initiative.
Initially, the plan includes one center per private operator. Applications have been invited from these private centers. The government will provide an honorarium to the centers conducting the training, based on the framework established during the first and second phases of the 'Kushal Yuva Karyakram'.
What employment opportunities are available after the training?
Completing the 'Digital Mitra' training can open various employment avenues for the youth. They may find roles as computer operators in private companies or as digital marketing assistants.
Additionally, there are opportunities to work as digital assistants at the Panchayat and block levels. Other options include roles such as compliance officers in food-related companies or even starting one's own consultancy. However, securing such positions will depend on meeting the specific qualification criteria and recruitment terms set by the respective organizations.
New courses to be added to the 'Kushal Yuva Karyakram'
The Government of Bihar is also preparing to expand the scope of training offered under the 'Kushal Yuva Karyakram'. Efforts are underway to include fields such as solar energy, drone technology, networking, home nursing, lab technology, beauty and wellness, and bakery.
Additionally, there are plans to introduce courses in areas like IT, digital marketing, banking, financial services, Tally, and foreign languages. Upon completing their training, youth will be awarded a national-level certificate.
The government's objective is to enhance employment opportunities and increase the earning potential of young people through the 'Kushal Yuva Karyakram' (Skilled Youth Program). The 'Digital Mitra' initiative is also a step in this direction. However, interested candidates should verify details regarding eligibility, application deadlines, and training centers through the official notifications issued by the relevant department before applying.
