UPSC stands for Union Public Service Commission and State PSC stands for State Public Service Commission. Both government institutions conduct many recruitment examinations. The most fundamental difference between UPSC Civil Service and State Civil Service is that one is at the All India level and the other is at the state level. After clearing the State PSC, there will be an appointment in the concerned state only. As long as one is of age one can appear for the examination. The minimum age limit in PCS is 21 years and the maximum is 40 years. Whereas for UPSC there are six chances. The age limit for this is 21 to 32 years.

There is a lot of difference in the salary of IAS and PCS officers. The salary of an IAS and PCS officer starts from Rs 56,100 (except TA, DA and HRA). But the maximum salary of an IAS is Rs 2,50,000 and that of a PCS officer is Rs 132,000 per month.
