UPSC CSE: Can people from Pakistan also appear for the UPSC exam? Know the rules for becoming an IAS or IPS officer..
UPSC CSE Nationality Criteria: The Union Public Service Commission's Civil Services Examination is considered the most prestigious examination in the country. Every year, millions of young Indians dream of becoming IAS, IPS, and IFS officers. But did you know that not only Indian citizens, but also citizens of some other countries can appear for this examination? The UPSC has clarified the rules related to nationality in detail in the CSE 2026 notification.
According to UPSC rules, citizens of Nepal, Bhutan, and refugees from other countries, in certain special circumstances, can also apply to become civil servants in India. However, these nationality rules are not the same for all services. The eligibility standards for top services like the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS) are very strict. Meanwhile, the rules have been relaxed somewhat for other central services (Group A and Group B).
Who can become an IAS and IPS officer?
According to the rules of the Union Public Service Commission, a candidate must be an Indian citizen for the most important services of India - the Indian Administrative Service (IAS), the Indian Police Service (IPS), and the Indian Foreign Service (IFS). Citizens or refugees of any other country are not considered eligible for these three services. This rule has been made keeping in mind security and administrative integrity.
Opportunity for citizens of Nepal and Bhutan
The scope of eligibility has been expanded for other central services (such as IRS, IRTS, etc.). According to the Union Public Service Commission, candidates from the following categories can apply for the UPSC Civil Services Examination:
Citizen of Nepal
Citizen of Bhutan
Persons of Indian origin who have migrated from Ethiopia, Kenya, Malawi, Myanmar, Pakistan, Sri Lanka, Tanzania, Uganda, Vietnam, Zaire, or Zambia with the intention of permanently settling in India.
Eligibility Certificate Required for UPSC Application
Candidates from the categories mentioned above (Nepal, Bhutan, and refugees) are required to submit an 'Eligibility Certificate' issued by the Government of India. Without this certificate, their appointment is not considered final. However, while they may be allowed to appear for the UPSC exam and even participate in the interview, the appointment letter is issued only after the government issues an eligibility certificate in their favor.
Other Eligibility Conditions for the UPSC Exam: Age and Education
Apart from nationality, candidates for the UPSC CSE must also fulfill educational and age requirements. The candidate must possess a graduate degree from a recognized university. The age limit for general category candidates is set at 21 to 32 years, while relaxations are provided for reserved categories and in certain special cases as per the rules.
Nepalese or Bhutanese nationals residing in border areas (such as Bihar, Uttar Pradesh, and Sikkim) often under the misconception that they cannot appear for the UPSC exam. Therefore, this information is crucial for them.
