UP Private Schools Can No Longer Hike Fees Arbitrarily; Yogi Government Cracks Down, Committee Constituted..
A strict crackdown has now begun in Uttar Pradesh against the arbitrary fee collection practices of private schools. The state government has made it clear that no school will be permitted to increase fees at its own discretion, and the entire process must be kept transparent. Under the new regulations, schools are required to make full details regarding fees public before the academic session even begins. Additionally, a special committee has been constituted at the district level to investigate fee-related complaints and ensure compliance with the rules. This initiative is expected to provide significant relief to parents and enhance transparency within the education system.
According to the new rules, every school must upload full details regarding the fees for the upcoming academic session on its website at least 60 days in advance. Furthermore, it has been made mandatory to submit this information to the office of the District Inspector of Schools.
**Formation of the District Fee Regulatory Committee**
The government has established a District Fee Regulatory Committee under the Uttar Pradesh Self-Financed Independent Schools (Fee Regulation) Act, 2018. This committee will function under the chairmanship of the District Magistrate, with the District Inspector of Schools serving as the Member Secretary. The primary objective of the committee is to curb arbitrary practices by schools and ensure adherence to the regulations.
**Strict Action Against Complaints**
If a complaint is received from a parent or a student, and it is found that the school has failed to comply with the rules, punitive action will be taken against it. Concerned officials have clarified that schools violating these regulations will not be spared under any circumstances.
**Regulations Regarding Uniforms and Supplies**
Schools will now be prohibited from changing school uniforms more frequently than once every five years. If a change is deemed necessary, the committee must be duly informed. Furthermore, students cannot be compelled to purchase books, shoes, or uniforms from any specific, designated store.
**No Fee Hikes Mid-Session**
As per the regulations, once admission has been granted, fees cannot be increased during the ongoing academic session. Fee hikes are capped at a maximum of 5 percent. Additionally, fees must be collected in monthly, quarterly, or half-yearly installments; the practice of collecting fees as a single annual lump sum has been prohibited.
**Heavy Fines for Rule Violations**
If a school is found to violate these regulations, a fine of ₹1 lakh will be imposed for the first offense, and a fine of ₹5 lakh for the second offense. In the event of a third violation, the school's recognition may even be revoked. The committee has been empowered to investigate all matters, including fee hikes.
