UGC ODL and Online Courses: ODL and online courses will be started in 101 universities of the country, UGC has given approval..

The University Grants Commission (UGC) has released its updated list of higher education institutions offering open and distance learning (ODL) and online programs for the academic year 2025-26. According to this list, 101 universities and 20 Category-I institutions will offer ODL programs from July-August, while 113 universities and 13 other institutions are ready to offer online programs.
Central, state, and private universities can offer these programs without any additional permission. However, deemed universities must obtain a No Objection Certificate (NOC) from the All India Council for Technical Education (AICTE) to offer online or ODL courses at the undergraduate, master's, and post-diploma levels in management, computer applications, and travel and tourism.
The deadline for admitting students and uploading admission data is October 15, 2025. All institutions have submitted affidavits verifying the information in accordance with UGC regulations and accepting responsibility for any incorrect information.
Program Information and Guidelines
Universities offering ODL courses must adhere to the regional jurisdiction policy and establish a Learner Support Center (LSC). Furthermore, institutions must comply with UGC requirements such as admission eligibility, admission process, course duration, and credit allocation.
According to the UGC, online programs cannot be offered through franchise agreements. Institutions must fully own these programs. Category-1 institutions can offer ODL programs as long as their Category-1 status remains. If the status changes, they must discontinue the program and inform the UGC. Students already enrolled can complete their courses.
Responsibility for Compliance
Institutions must comply with all UGC regulations and must independently manage the programs. Institutions will be held responsible for any misleading or inaccurate information.
Admission Process By When?
The admission process and student data upload for ODL and online programs must be completed by October 15, 2025. The program structure and course descriptions must comply with UGC regulations. This initiative aims to ensure transparency for students and institutions in the academic year 2025-26. A detailed list of all approved institutions are available on the official UGC portal.
