The Delhi High Court has clarified that personnel appointed to the Central Industrial Security Force (CISF) are required to serve for a minimum of ten years. The court stated that the state spends millions of rupees on training each recruit, and therefore, if a recruit leaves the job after completing the training, the deposited amount will not be refunded. The High Court dismissed a petition filed by a candidate who sought a refund of Rs. 2.57 lakh deposited by him, after he secured another job during the training period.

Petition Dismissed
A candidate who was appointed to the post of Sub-Inspector in the CISF had filed a petition in the court. He demanded a refund of Rs. 2,57,544, including interest, which he had deposited for his training. However, the court dismissed the petition. The court stated that every candidate is required to abide by the rules and regulations stipulated at the time of recruitment.

Security Deposit and Consent Letter
The court explained that the amount covering the expenses incurred during training is deposited as a security deposit, and this amount is not refunded if the appointed person leaves the job. A consent letter is obtained from the candidate beforehand for this purpose. The same procedure was followed in this case as well.

Accountability and Service to the Nation
During the hearing, it emerged that the petitioner had started exploring other job options during the training period and later secured a position as a Junior Judicial Assistant. The court stated that the security deposit is taken to ensure that the recruit serves the country for at least ten years. Exploring other options even after securing a job shows an irresponsible attitude towards one's duty.
