The University Grants Commission (UGC) has taken a significant step towards ensuring equality and transparency in higher education institutions. The UGC has issued directives to all universities in the country, including BRA Bihar University, to establish Equal Opportunity Centers. The main objective is to prevent any kind of discrimination in the promotion process of teachers and staff and to provide equal opportunities to all sections of society. This center will not only monitor the process but also investigate and resolve complaints, ensuring a fair environment in universities.

Equal Opportunity Centers to be established in all universities
According to the new UGC guidelines, the establishment of an Equal Opportunity Center will now be mandatory in all state and central universities. This center will ensure that the promotion of teachers and staff is not influenced by factors such as caste, religion, gender, or disability. The center will monitor the entire promotion process to maintain transparency.

A committee will be constituted to operate the center, chaired by the Vice-Chancellor of the university. The committee will include three senior professors, an officer from the district administration, a police representative, and a local dignitary. The term of the committee members will be two years, while the term of special invitees has been fixed at one year.

Provision for complaint investigation and legal aid
The Equal Opportunity Center has been given full authority to investigate complaints. If any teacher or employee feels that they have been discriminated against in the promotion process, they can file a complaint with the center. An online application facility and a helpline number will also be launched for this purpose. The center will investigate by obtaining information from the concerned head of the department and will also contact the local District Legal Services Authority if needed. The role of legal services will be crucial in examining the legal aspects. The investigation committee must include the Vice-Chancellor, a teacher representative, two students, one member from the backward classes, and one member with a disability.
