NMC MBBS Admission 2026 Guidelines: The National Medical Commission (NMC) has issued new guidelines regarding MBBS admissions for 2026 concerning Persons with Benchmark Disabilities (PwBD). These rules have come into effect on July 27, 2026. Their objective is to make the assessment process for differently-abled candidates transparent, uniform, and merit-based across the country.
The new guidelines clarify that a candidate cannot be denied medical education solely on the grounds of disability. Eligibility will be determined based on their functional competency and their ability to complete the MBBS course with the provision of necessary support.

Which documents will be required for PwBD reservation?
To avail the benefits of reservation, candidates must submit the following documents:
Valid Unique Disability ID (UDID)
Self-certified affidavit
Eligibility certificate issued by the Medical Assessment Board
However, admission decisions will not be based solely on the UDID card.

Under the new system, the number of centers evaluating differently-abled candidates has been increased from 16 to 61. The Medical Assessment Board (MAB) will evaluate each candidate on an individual and scientific basis.
On what grounds will eligibility be determined?
The Medical Assessment Board will make decisions based on the following key factors:
Candidate's functional competency
Individual and objective assessment
Modern medical and rehabilitation principles
Availability of necessary assistive facilities
Patient safety
If a candidate can complete their MBBS studies with the help of assistive technology or other facilities, they will not be deemed ineligible solely due to their disability.
What decision will the Medical Board deliver?
After the assessment, the board will issue one of the following three decisions:
Eligible
Eligible with Reasonable Accommodation
Ineligible
If a candidate is declared ineligible, the Medical Board must provide the reason in writing.
What to do if one disagrees with the decision?
If a candidate is dissatisfied with the Medical Assessment Board's decision, they may appeal to the Appellate Authority constituted by the Directorate General of Health Services (DGHS). A re-assessment may be conducted if necessary. The decision of the Appellate Authority regarding counseling and admission will be considered final.
What are the responsibilities of medical colleges?
According to the new guidelines, all medical colleges must:
Provide a barrier-free (disability-friendly) campus.
Create an accessible learning environment.
Designate a nodal officer or establish a competent unit to assist PwBD students.
Ensure an effective grievance redressal mechanism to address discrimination or complaints.
The NMC has clarified that all previous instructions regarding the admission of PwBD candidates to MBBS courses are now superseded by these new guidelines.
