Recruitment rules for ADO (Panchayat) in UP changed; age limit raised to 40; UPSSSC to conduct the exam.
UP Education News: Following the Governor’s approval, the notification for the ‘UP Assistant Development Officer (Panchayat) Service Amendment Rules 2026’ has been issued.
There is welcome news for young people in Uttar Pradesh preparing for government jobs. The long wait for recruitment to the post of Assistant Development Officer (ADO - Panchayat) in the Panchayati Raj Department is set to end soon. After an 11-year hiatus, hopes for the resumption of this recruitment process have finally been revived. The government has not only entrusted the recruitment responsibility to a new agency but has also brought smiles to the faces of lakhs of youths by significantly raising the upper age limit for candidates.
With the Governor’s approval, the notification for the ‘UP Assistant Development Officer (Panchayat) Service Amendment Rules 2026’ has been issued. Under the new rules, the maximum age limit for direct recruitment has been raised from 30 to 40 years. This change will primarily benefit students who had been worried about exceeding the age limit. Additionally, the responsibility for conducting the recruitment has been transferred from the Uttar Pradesh Public Service Commission (UPPSC) to the Uttar Pradesh Subordinate Services Selection Commission (UPSSSC).
Major changes regarding the appointing authority and the recruitment year
According to the gazette notification issued on September 28, the ‘Appointing Authority’ for this post will now be the Director of Panchayati Raj. Previously, this responsibility rested with the Joint Director or Deputy Director (Administration). Furthermore, the method of calculating the recruitment year has been altered. While the recruitment year was previously determined based on a 12-month cycle starting in July, it will now be considered to commence in January. The designation of the post has also been changed to ‘Assistant Development Officer (Panchayat)’.
Total number of posts reduced; recruitment process to open after 11 years
Following recent amendments, there has been a slight reduction in the total number of ADO Panchayat posts. Previously, a total of 953 posts were sanctioned—comprising 943 permanent and 10 temporary positions—whereas now, the total stands at 826 posts, consisting of 790 permanent and 36 temporary positions. It is noteworthy that the Public Service Commission last conducted recruitment for this role in 2015, filling only 198 posts, with the appointees joining in 2018. The absence of fresh recruitment over these years has led to a severe shortage of officers in many districts and placed an immense workload on existing staff; however, the commencement of this process is expected to improve the system while also providing employment opportunities for the youth.
