No CBSE Class 10 board certificate if you fail the third language... new rule to be implemented starting this year..
CBSE Three-Language Policy: The Central Board of Secondary Education (CBSE) has implemented a three-language policy starting from the 2026-27 academic session. Under this policy, students in CBSE-affiliated schools are mandatorily required to study two Indian languages (R1 and R2) and one foreign language (R3). While the policy is mandatory for Class 6 students, some relief has been granted to those currently in Classes 7, 8, and 9; although they must study the third language (R3), they will not take a Class 10 board examination in it. However, a new CBSE circular clarifies that these students will undergo an internal assessment for R3, which they must pass; failure to do so will result in the withholding of the Class 10 board certificate.
Let us understand the details of the matter. We will look at the key highlights of the new circular regarding the three-language policy and identify which classes are required to study three languages under this CBSE mandate.
Assessment Framework Introduced for Class 9 Students
Students preparing for the Class 10 board exams in the current session are completely exempt from the three-language policy. While CBSE has clarified that students currently in Classes 7, 8, and 9 must study three languages, they will not sit for a Class 10 board exam in the third language; instead, they will take the board exam in only two languages. However, when students currently in Class 6 reach Class 10, the board examination will be conducted in all three languages. For students who have moved to Class 9 in the current session, CBSE has released a specific assessment framework for the third language.
Internal Assessment to be Conducted in Schools
A 'Three-Language Assessment Framework' has been issued for students currently in Class 9 for this academic session; under this framework, internal assessments will be conducted in schools to evaluate the third language (R3). Every student will undergo an internal assessment for the third language.
Passing Criteria Must Be Met for the Class 10 Certificate
In a circular, the CBSE clarified that, under the Three-Language Assessment Framework, Class 9 students will undergo an internal assessment for the third language at the school level. These students will be awarded the Class 10 board passing certificate only if they meet the passing criteria for the third language in this internal assessment. If a student fails to meet the passing criteria, their Class 10 certificate will be withheld; however, a re-examination for the internal assessment will be conducted for them.
