NEET UG Paper Leak 2026: Why Don't UPSC and JEE Advanced Papers Leak? Here Are Five Reasons..
NEET UG Paper Leak 2026: The country is in an uproar following the leakage of the NEET UG paper for the second time. On the other hand, questions are also being raised as to why the papers for examinations such as the Civil Services Examination—conducted by the Union Public Service Commission (UPSC)—and IITs' JEE Advanced do not get leaked. Both of these remain the most trusted examinations in the country.
Experts suggest that the primary reasons for the absence of irregularities in these examinations are centralized control, multi-layered encryption technology, and the design of the questions. Together, these factors virtually eliminate the possibility of incidents such as paper leaks.
What happened with NEET UG 2026?
The NEET UG examination was conducted on May 3, 2023, with approximately 2.2 million students participating. However, the examination was cancelled on May 11 due to a paper leak. Several arrests were made in connection with this case. Ultimately, on May 12, the matter was handed over to the CBI for a thorough investigation into the entire episode.
How is Gaokao—the world's toughest examination—conducted? Why do its papers not leak?
The NTA has stated that the new date for the NEET UG examination will be announced within 7 to 10 days. According to sources within the Ministry of Education, the re-examination for NEET is likely to be conducted between late June and early July.
5 Reasons Why JEE Advanced and UPSC Papers Do Not Leak
1. Decentralized and Confidential Question Setting
The question papers for JEE Advanced and the UPSC Civil Services Examination are not prepared entirely by a single individual or institution. For JEE Advanced, the organizing IIT constitutes a confidential committee comprising professors from various IITs. These professors are kept in isolation within secure, high-security residential zones, where they have absolutely no means of contact with the outside world.
Individual professors prepare and submit questions independently. They remain unaware of who else is part of the committee alongside them, or which specific combination of questions will ultimately be selected for the final paper.
2. Multiple Sets and Random Selection of Question Papers
Both the UPSC and the IITs create multiple sets of question papers and select them using a random process. The final set is chosen securely and randomly just before the examination begins. In the event of a suspected security breach at a local level, a standby set of question papers is immediately issued.
3. Digital Enclaves and Heavy Encryption
The JEE Advanced examination is conducted in a computer-based mode. The question papers are stored on secure central servers, which are protected by advanced firewalls and robust cybersecurity measures.
The questions are transmitted to the examination centers in the form of highly encrypted code packages. The paper is decrypted on a Local Area Network (LAN) at the precise moment the examination begins and the first candidate logs in. This virtually eliminates the possibility of the paper being leaked while in transit.
4. The Application-Based Nature of the Exam
Examinations like JEE Advanced and UPSC are not based solely on rote-memorized facts. Instead, they place greater emphasis on conceptual clarity, logical thinking, and analytical ability.
Furthermore, the pattern, marking scheme, and number of questions in JEE Advanced vary every year. The questions are so complex and involve such multi-step logic that merely glancing at the questions shortly before the exam would not provide any significant advantage to a student. Solving these questions is difficult without deep preparation and a strong grasp of the subject matter.
5. Institutional Autonomy and Strict Vigilance
The UPSC is an independent constitutional body. It operates largely free from local political pressure or administrative interference, thereby minimizing external influence on the examination process.
The institutions responsible for conducting the UPSC and JEE Advanced maintain complete control over critical processes related to the examination. Operations such as paper printing, distribution, digital infrastructure, and data security are managed through limited and trusted systems. A reduced reliance on external private agencies also lowers the likelihood of leaks or irregularities.
