Major change for Bihar University employees: Exams mandatory for job regularization and promotion..

New rules are being formulated for teachers and employees working in universities and colleges across Bihar. If implemented, these rules will require staff to pass a departmental examination to secure permanent employment or obtain a promotion. The Bihar Education Department has prepared a draft of this proposal and circulated it to all universities. According to the proposal, the exam will be conducted twice a year by the universities themselves. **Paper Pattern**
The examination will consist of two papers, each carrying 100 marks. A minimum score of 45% is required to pass. The first paper will cover topics such as Hindi, accounting, finance, service rules, office procedures, budgeting, and computer proficiency.

The second paper will cover university-related laws, regulations, government orders, and provisions concerning university education. However, merely passing the exam will not be sufficient for promotion.

Factors such as the Annual Confidential Report (ACR) from the past three years and an interview will also be considered. An interview, carrying 40 marks, will be held following the written examination. Final selection and promotion will be based on the recommendations of a designated committee.

**Proposed Changes to Leave Rules**
There is also a proposal to revise leave regulations. Under the new draft, teachers will be entitled to a maximum of 12 days of casual leave per year, while non-teaching staff will receive 16 days. Regular teachers will also be eligible for half-pay leave based on a medical certificate. Additionally, there will be an option to avail of extraordinary leave for higher education or other special reasons.

Rules regarding contractual appointments have also been established. Appointments for a maximum duration of one year or less may be made following the recommendation of the Head of Department and the approval of the Vice-Chancellor. The new provision also includes a mechanism for transferring employees to other institutions of an equivalent level. Overall, the aim of these changes is to make the functioning of universities more organized and accountable.
