Maharashtra: Major relief in CAS rules; old teachers in Maharashtra exempted from PhD and eligibility requirements..

The Maharashtra government has significantly relaxed several eligibility conditions under the Career Advancement Scheme (CAS) for teachers of government-aided and aided diploma and degree institutions under the Directorate of Technical Education. The new amendments provide relaxations in academic, training, and qualification-related regulations.

This decision was implemented through a Government Resolution (GR) issued on Wednesday. This follows the Maharashtra Administrative Tribunal's February 7, 2025, order granting partial relief to petitions challenging certain provisions of the June 2022 GR.

The government had constituted a five-member committee headed by Dr. Pramod Naik, Joint Director (Technical Education, Mumbai Region), to review the issue. Based on the committee's recommendations submitted in October 2025, several provisions of the CAS have now been amended.

Relief for Regularized Contract Teachers
Contractual or temporary lecturers regularized through government decisions in 2015-16 were given a deadline of December 31, 2023, to complete refresher or training courses. This extension was in line with the reported extension granted by the All India Council for Technical Education (AICTE).

Teachers who completed the course by the stipulated deadline will now be granted CAS benefits retroactively. Teachers who complete the course later will receive benefits from the date of completion.

Exemption from PhD Requirement
The government has waived the requirement of a PhD for posting in the higher pay scale, Pay Band-4, under CAS for lecturers appointed before March 5, 2010. This requirement, made mandatory under the Sixth Pay Commission in the June 2022 GR, has now been removed for pre-2010 appointments.

Relief for Science and Humanities Faculty
Lecturers appointed in Science and Humanities subjects in 2003 and 2004 will now be granted CAS benefits based on their MA or MSc qualifications applicable at the time of the Fifth Pay Commission, rather than the higher eligibility criteria added later.

Similarly, contract or temporary teachers appointed in 2003-04 have been exempted from the ME/MTech requirement. However, teachers appointed after 2003-04 will be required to obtain the prescribed qualifications within three years from the date of the current GR. Failure to do so will result in forfeiture of benefits, but financial benefits will be granted retrospectively after completion of the qualifications.

Additionally, English lecturers regularized in 2015-16 have also been granted full CAS benefits based on the educational qualifications applicable at the time of appointment, rather than the stricter criteria implemented later.
