The UP cabinet meeting has approved the liquidation of JS University over fake degrees. After the liquidation, all university records will be kept under the custody of Dr. Bhimrao Ambedkar University, Agra.
Lucknow. In a cabinet meeting chaired by Chief Minister Yogi Adityanath, two important and far-reaching proposals related to the Higher Education Department were approved. On one hand, the Yogi cabinet approved the liquidation of JS University, Shikohabad (Firozabad district), while on the other hand, it approved the proposal to issue a Letter of Permission (LOP) for the operation of an off-campus center of IIMT University, Meerut, in Greater Noida.
Rules Ignored, Strict Action Taken on Fake Degrees
Giving details of the decision to approve the liquidation of JS University, Shikohabad, Higher Education Minister Yogendra Upadhyay said that the investigation revealed that the university had issued fake and backdated mark sheets and degrees for the B.P.Ed. course, disregarding the rules. These were used by candidates selected in the Rajasthan Physical Education Teacher Recruitment Examination-2022. The investigation by the Rajasthan Police, the arrest of the Chancellor and Registrar, and the reports of the inquiry committees constituted at the government level revealed serious irregularities in this matter.
'Various Sections of the Act Violated'
The minister said that JS University violated various sections of the Act, including misuse of the power to grant degrees, distribution of fake mark sheets and degrees as organized crime, failure to comply with the necessary land standards, and failure to provide mandatory details to the Uttar Pradesh State Higher Education Council. In view of all these facts, the Yogi government has decided to liquidate JS University, Shikohabad, Firozabad. After the liquidation, all the university records will be kept under the custody of Dr. Bhimrao Ambedkar University, Agra, and the mark sheets and degrees issued earlier will be verified based on those records. Additionally, it was decided to constitute a three-member interim committee under Section 55(6) to oversee the university's activities during the liquidation period.
New opportunities for higher education to be created in Western UP and NCR
Another important decision taken in the cabinet meeting was regarding the establishment of an off-campus of IIMT University, Meerut, in Greater Noida. The proposal to issue a Letter of Permission (LOP) for this was approved. The commencement of this off-campus will create new opportunities for higher education in Western Uttar Pradesh and the NCR region, providing students with access to quality education in their own area. He stated that the Uttar Pradesh Private Universities Act, 2019, and its Second Amendment Act, 2021, provide for the establishment of off-campus centers. In this regard, the sponsoring institution, Association of Management Studies, Meerut, had identified 4.796 acres of land in the Greater Noida Industrial Development Authority area, for which a Letter of Intent (LOI) was issued on February 25, 2025.
Now, the government has approved the proposal to issue a Letter of Permission (LOP) to the sponsoring institution for the operation of the IIMT University's off-campus in Greater Noida. The minister said that this will expand opportunities for higher education in Western Uttar Pradesh and the NCR region and help in providing quality education to students.
