Taking a big decision, the Naib Singh Saini government of Haryana has decided to withdraw the recruitment process of 5600 constables in the Haryana Police. The government has given its approval to the Haryana Staff Selection Commission (HSSC) and now this recruitment process will be started again with a new notification after the Common Eligibility Test (CET)-2025. The change in recruitment rules is being cited as the main reason behind this decision, under which now 10 times the candidates will be shortlisted for the written examination.
On August 16, 2024, the Haryana Staff Selection Commission issued a recruitment advertisement for 5600 posts in the Haryana Police. This included 4000 posts for General Duty (Male), 600 posts for General Duty (Female), and 1000 posts for men in the Indian Reserve Battalion (IRB). The application process under this advertisement ran from 10 to 24 September 2024. Thousands of youth had applied for this recruitment. However, with the announcement of the assembly elections, this recruitment process got embroiled in controversies.
New rules and changes in recruitment
The Haryana government has made CET mandatory for Group C posts. New service rules have been made for direct recruitment of police constables and sub-inspectors. Under the earlier rules, the recruitment process consisted of a Physical Measurement Test (PMT), a Physical Screening Test (PST), and then a written examination. There was a provision to shortlist four times candidates for the written examination. At the same time, now under the new rules, 10 times candidates will be shortlisted for the written examination. This means that more and more candidates will get a chance to appear in PMT and PST.
Apart from this, 1, 2, or 3 extra marks will be given based on NCC grade. According to the HSSC spokesperson, a new notification will be issued after CET-2025. Candidates who have already applied under the advertisement of 16 August 2024. They will not need to apply again. Their candidature will be valid in the new recruitment process. Also, new candidates who pass CET will be able to join this recruitment.
Complaint of Election Commission and Congress
Haryana Assembly elections were announced on August 16 last year. Congress had lodged a complaint with the Election Commission of India (ECI) regarding this recruitment, claiming that the state government is starting this recruitment process to lure the youth before the elections. In response to this complaint, HSSC said that the advertisement had been released during the day itself. The Election Commission allowed the recruitment process to continue but directed to stop the results till the elections were over. Chief Minister Naib Singh Saini had raised this issue in his election rallies and said that his government wants to give employment to the youth, but Congress is going to the Election Commission to stop it.
Those who applied earlier will not have to apply again.
The Haryana government had earlier also amended the rules of police recruitment, which took more than a year. Chief Principal Secretary to the Chief Minister Rajesh Khullar played an active role in this process. Now once again the Haryana Home Department will have to start the process of amending the rules. Although the government has made it clear that those who applied earlier will not have to apply again, but the wait for CET-2025 and the change in the recruitment process under the new rules has created confusion among the youth.
