Delhi Government Issues Strict Directives to Private Schools: 'Do Not Force Parents to Buy Books and Uniforms from Designated Shops'
Many schools in Delhi had established a rule mandating that students enrolled there purchase their books and uniforms exclusively from specific, designated shops. These shops typically sold these items at significantly inflated prices. Consequently, the government has issued this order.
On Wednesday, the Delhi government directed recognized private unaided schools not to compel students or parents to purchase books, notebooks, or uniforms from any specific shop. The government reiterated that families must retain the freedom to choose where they purchase these items. The Directorate of Education stated on Wednesday that, under the provisions of the Delhi School Education Act and Rules (DSEAR), 1973, and the Delhi Right of Children to Free and Compulsory Education Rules, 2011, these directives were issued in light of complaints alleging that certain schools were forcing parents to procure educational materials from designated vendors.
According to the order, schools are required to make clear lists regarding books, stationery, and uniforms available in a transparent manner. Furthermore, they must ensure that multiple purchasing options are available in the open market. The Directorate noted that recognized private unaided schools operate as charitable institutions on a 'no-profit, no-loss' basis; therefore, any activity amounting to commercialization or imposing a financial burden on parents is strictly prohibited.
Warning of Strict Action
The Delhi government has issued a stern warning to schools, stating that strict action will be taken against private institutions that fail to comply with these directives. Numerous parents had lodged complaints alleging that private schools were coercing them into purchasing books and uniforms exclusively from specific, designated shops. It was in response to these complaints that the government issued the aforementioned directives. The government order explicitly clarifies that no school may enter into any arrangement that compels parents to purchase books, notebooks, school bags, or uniforms from a particular shop or supplier. Additionally, the order clarifies that school uniforms cannot be changed at intervals of less than three years.
Parents Can Lodge Complaints via Helpline Number
All schools are required to publish a comprehensive list of prescribed textbooks and other materials on their websites, notice boards, and within the school campus. Additionally, they must provide details of at least five shops where these items can be purchased. Students are free to purchase these materials from any shop of their choice, and the school is obligated to accept equivalent alternatives.
