The Delhi Directorate of Education (DoE) has prepared a proposal to overhaul the remuneration structure for guest teachers, shifting them from a per-day payment system to a fixed monthly salary.

The Delhi government is set to provide a significant benefit to over 20,000 guest teachers currently working in the capital's government schools. The Directorate of Education has proposed replacing the existing per-day payment system with a fixed monthly salary. Once implemented—following the proposal drafted on October 15—guest teachers serving as PGTs (Post Graduate Teachers), TGTs (Trained Graduate Teachers), and PRTs (Primary Teachers) will see a substantial increase in their earnings through a fixed monthly salary. The Directorate of Education has submitted this revised proposal to the Delhi government’s Finance Department for approval and concurrence; if approved, there are plans to implement it effective November 1.

Currently, guest teachers in Delhi are paid on a per-day basis, contingent upon their daily attendance, at a rate of approximately ₹1,000 per day. Under the proposed new system, this structure would be replaced by a model linked to a "basic pay" component plus a Dearness Allowance (DA). The proposed framework includes a 60% Dearness Allowance, which will be subject to adjustments in line with the DA revisions periodically announced by the government.

What will the monthly remuneration be?

According to the new proposal, PGTs could receive a total monthly salary of ₹76,160, calculated by adding a 60% DA to their basic pay. TGTs would receive a monthly salary of ₹71,840, also based on their basic pay plus a 60% DA. Similarly, PRTs could receive a monthly salary of up to ₹56,640, incorporating a 60% DA on their basic pay. It should be noted, however, that guest teachers will not be entitled to House Rent Allowance (HRA) or any other additional allowances. Salary Deduction for Absences

According to the Directorate of Education, guest teachers will not gain any right to be regularized; their employment status will remain contractual. Furthermore, guest teachers will be entitled to 8 days of casual leave per financial year, though any unused leave cannot be carried forward to the following year. If a teacher remains absent beyond the permitted leave, a daily pro-rata deduction will be made from their monthly salary.

Remuneration During Summer and Winter Breaks

A key feature of the Directorate’s proposal is that guest teachers who were actively employed immediately prior to the summer vacation will continue to receive their fixed monthly salary during both the summer and winter breaks. Additionally, should they be assigned tasks during these breaks—such as assisting with the admission process, conducting extra classes, or performing other official government duties—they will receive additional compensation.

Teachers Express Gratitude

As per the Directorate’s documentation, guest teachers are appointed solely against sanctioned vacant posts and perform duties equivalent to those of regular teachers. However, this fixed-salary proposal does not alter their employment status; they remain on a contractual basis, and this arrangement confers no legal right to regularization. Meanwhile, representatives of the Guest Teachers’ Association and the teachers themselves have welcomed this initiative—which addresses a salary hike that had been pending for 8 to 9 years—and have urged the Delhi government to implement the proposal as soon as possible, without further delay.
