A major concern has emerged in Bihar regarding the Automated Permanent Academic Account Registry (APAAR) IDs for school students. This ID is considered essential for digitally securing the academic records of millions of children in the state, but its creation is progressing at a very slow pace. According to the latest report from the Bihar Education Project Council, millions of students still do not have an APAAR ID. On the other hand, the CBSE (Central Board of Secondary Education) has made APAAR IDs mandatory, increasing the pressure on students and schools in Bihar.

The Bihar Education Project Council has expressed deep dissatisfaction with the slow progress of APAAR ID creation in the state. The council has reprimanded all district education officers and instructed them to expedite the process. A letter issued by the council states that as of 2025, only 58.50 percent of students in the state had received their APAAR IDs. This means that approximately 8.5 million children still need to have their APAAR IDs created, which is a matter of serious concern for the education system.

Extremely Slow Pace of APAAR ID Creation
According to the project council's report, only 11,410 APAAR IDs were created across Bihar between December 30, 2025, and January 5, 2026. The council has described this figure as deplorable. The situation is even worse in some districts. In districts like Samastipur, Madhubani, Khagaria, Purnea, Sheikhpura, Nalanda, Rohtas, Arwal, and Kaimur, fewer than 100 APAAR IDs were created in a week. This indicates that the pace of work at the ground level is extremely slow.

What is an APAAR ID and why is it necessary?
The purpose of the APAAR ID is to securely store academic data related to students in one place, enabling better policy formulation, planning, and analysis. This system has been implemented under the National Education Policy 2020. Schools affiliated with the Ministry of Education and the Central Board of Secondary Education (CBSE) have been instructed to ensure the registration of all students for APAAR IDs. The CBSE has also made it mandatory.
