New Bill for the Engineering Sector Finalized Soon
The AICTE is soon finalizing the Professional Engineers Bill 2025 to regulate the engineering sector in a more organized manner. According to officials, the draft has received a large number of suggestions from various organizations. A meeting will be held next week to discuss these suggestions. Once the draft is ready, it will be sent to Parliament through the Ministry of Education. It is likely to be introduced in the session running from December 1 to 19.
The draft was prepared by M.S., former Director of IIT Madras. The bill was prepared by an expert committee headed by Anant. The committee released the draft for public comments between March 19 and April 10.
The Indian Council of Professional Engineers is to be formed in the country
The bill will establish a 27-member Indian Council of Professional Engineers (IPEC). This body will register engineers, similar to lawyers and doctors. Once the law is implemented, engineers will be required to obtain a license to work on any construction or technical project. However, a license will not be required for those working in the academic or teaching fields.
Preparations for a National-Level Licensing System in the Engineering Sector
Former AICTE Secretary Rajiv Kumar stated that engineering is the only major profession in the country that does not yet have a national-level licensing system. The new law will address this gap and strengthen professional standards. Current engineers will be given 510 years to register, allowing for a gradual implementation.
Composition of IPEC Members and Governing Board
IPEC will have 27 members in its first term, including officials from ministries, representatives from institutions such as IITNIT, and members of leading professional organizations. The Council will be governed by a 12-member Board of Governors, headed by a professional with 25 years of experience. AICTE has over 5,800 engineering and diploma colleges under its umbrella, enrolling approximately 3 million students.
