A New Turn in the Promotion of 70,000 Teachers in UP: TET Now Mandatory
A major shift has occurred in the promotion process for teachers in Uttar Pradesh—a process initiated after a 10-year hiatus. While the target for completing these promotions is set for November 7, specific, distinct TET (Teacher Eligibility Test) requirements now apply to primary and upper primary schools.
A significant administrative update has emerged for thousands of teachers working in council-run (parishadiya) schools across Uttar Pradesh. The state government has reached a major decision regarding the promotion process for approximately 70,000 teachers. Following a long wait of nearly a decade, the Teacher Eligibility Test (TET) has now been made strictly mandatory for this promotion process.
This move by the Basic Education Council marks a major change in promotion regulations. To ensure the entire process is conducted with complete transparency, the department has set a firm deadline of November 7, 2026.
Full TET Details Required in Eligibility List
Surendra Tiwari, Secretary of the Council, has clarified the situation regarding this new change. According to the guidelines issued by the Secretary, all teachers included in the eligibility list for promotion must provide complete and accurate details of their TET qualification. Teachers who cannot provide authentic proof of having passed the TET will be excluded from the promotion process. The primary objective of this strict rule is to ensure that only qualified teachers are promoted to higher positions.
Distinct TET Requirements for Primary and Upper Primary Levels
Secretary Surendra Tiwari has outlined clear rules regarding the classification of promotions. Under the new directive, teachers who have passed the TET only for the primary level will be eligible for promotion exclusively within primary schools. Similarly, those who have passed the TET for the upper primary level will be eligible for promotion only within upper primary schools. The department has provided significant relief to teachers who have qualified for the TET at both the primary and upper primary levels. Such teachers will be eligible to claim a promotion based on their qualifications in either category.
Strict experience criteria set for Headmaster positions
In the promotion process, work experience—alongside educational qualifications—has been established as a key criterion. According to the rules issued by the Council, teachers must have at least 5 years of teaching experience to be promoted to the position of Headmaster in junior schools. Meanwhile, for promotion to the position of Headmaster in senior schools, a minimum of 3 years of work experience is mandatory. Only those teachers who meet these standards will be included in the seniority list.
Instructions issued to all BSAs to submit seniority lists by October 23
Efforts have been intensified at the grassroots level to ensure this extensive administrative process is completed on time. The Secretary of the Council has issued strict directives to the Basic Education Officers (BSAs) of all districts in the state. All BSAs have been instructed to thoroughly verify the seniority lists of eligible teachers in their respective districts and submit them to the main office no later than October 23, 2026. Administrative action may be taken against officials who fail to submit the lists within the stipulated timeframe, as the goal is to ensure that the promotion process is completed by November 7.
